RELX PLC (RELX): Mix Shift Tests a Discounted Intelligence Narrative

RELX PLC is testing whether a decade-long shift into analytics and decision tools can keep compounding after the New York depositary receipt was marked down on fears that general-purpose models replace paid professional research. The first-half print through June does not read like a franchise in retreat. Underlying revenue rose in the high single digits, and adjusted operating profit outpaced sales as cost growth stayed slower than revenue. Legal led the acceleration. Risk stayed on its long-run path. Scientific, Technical and Medical stepped up. The equity still sits far below last year's high, which is the entire debate in one price.

The tension is not whether the businesses grew. It is whether Lexis+, Elsevier tools, and LexisNexis Risk are becoming more valuable as verified systems of record, or whether cheaper general models eventually hollow out the willingness to pay. Management treats artificial intelligence as an old internal driver rather than an external shock. About nine tenths of new Legal sales value now sit on Lexis+ with Protege, the agentic assistant built on verified case law. Risk still takes more than nine tenths of revenue through machine-to-machine feeds that sit inside insurer and bank decisioning. Those mix facts are why the print can look uneventful and still be the whole argument.

Cash conversion stayed near full, and the company used that cash to lift the interim dividend and to complete most of a multi-billion repurchase programme at prices close to today's receipt. The open question into the October trading update is whether Legal's double-digit underlying rate holds as Protege moves from upgrade cycle into expansion, or whether the de-rating stays in place because investors treat any AI-native legal product as a cut to terminal growth.
