Pinnacle West (PNW): Load Growth Tests the Rate-Case Clock

Pinnacle West is a growth-utility story colliding with a recovery-lag problem. Arizona Public Service, the regulated electric subsidiary, is adding semiconductor and data-center load faster than the last Arizona Corporation Commission order can earn on the plant being built to serve it. Weather-normalized sales rose at a high-single-digit pace in the second quarter while diluted earnings slipped, because interest and depreciation arrived before new rates. The franchise is not short of demand. It is short of timely recovery.

The load print is the bull case in physical form. Commercial and industrial sales rose 12.7 percent. That pace sits above the long-term commercial band management has published. Customer growth ran at 2.1 percent. The system set a peak of 9164 megawatts in early August. Taiwan Semiconductor lifted its Arizona commitment by another $100 billion, a scale that already implies multi-gigawatt incremental demand over the coming decade. Management still pointed weather-normalized sales toward a mid-single-digit band for the year and toward the top of the earnings range. The income statement already shows the cost of standing ready: higher interest, higher depreciation, and a fresh at-the-market equity program after the prior facility was exhausted.

The Commission hearing on the latest rate case closed after 31 days in early July. Briefs landed in late August and mid-September. A recommended order is expected late in the year, and a commission vote deadline sits at year-end. New rates, if granted, are slated for early 2027. Until then the equity is paying for growth with a thin cash balance, rising long-term debt, and dilution from at-the-market issuance. The open question is whether the coming order converts Phoenix load into earned returns, or whether regulatory lag keeps the multiple pinned to a lagging utility rather than a growth utility.
