NeOnc Technologies is a clinical-stage brain-cancer developer that just delivered the first clean mid-stage efficacy hit of its public-company life, and the market is still treating the equity as a distressed financing vehicle rather than a completed glioma dataset. Intranasal NEO100 met its primary endpoint in recurrent IDH-mutant high-grade glioma, with six-month progression-free survival nearly two and a half times the study's own historical benchmark. The open-label cohort is small and uncontrolled, so the result is a regulatory conversation starter rather than a registration ticket. The investment debate is whether that conversation, plus a September registered-direct raise, is enough to keep the platform funded through a Type B meeting without another reset of the share count.

The second-quarter print still shows a company that cannot fund itself from the laboratory. Cash sat just under two million at mid-year against current liabilities more than ten times that figure, including a nine-million-plus payroll-tax withholding that has not been remitted and a multi-million litigation settlement still on the books. Management raised fifteen million in a registered direct in early September and immediately spent six million of that to cash-redeem the June Series A preferred before the discounted conversion window opened. That is a cleaner capital structure, not a longer runway, because the first-half operating cash drain already exceeded eleven million.

The next stretch of quarters resolves two questions that do not move together. One is whether the Food and Drug Administration treats the open-label progression-free result as enough to design a registrational study in a setting with no approved targeted therapy. The other is whether residual cash after the preferred redemption, plus the unused Mast Hill equity line and the at-the-market program, can carry the company through that meeting without another highly dilutive sale. A constructive Type B outcome with a funded protocol would re-rate the equity as a platform option. A protocol that demands a large randomized trial against a still-thin treasury would put the September raise in the same category as every prior bridge.
