That 17.6% decline tells the story of the life sciences buildout freeze better than any commentary. Management says quoting activity remains strong, which is the honest version of a pipeline that is full of projects customers have not yet committed to release. If the quoting to award conversion stays as slow as it has been, the backlog erodes and the revenue decline deepens. The catalyst to watch is the next two quarterly backlog prints and the international segment mix. The India facility has been carrying the International segment to a 23.5% earnings increase on lower sales, and that margin profile is the one that tells investors the company is winning the higher-value projects even in a down market.
