Chunghwa Telecom is Taiwan's largest integrated telecom operator across mobile, fixed-line, and broadband services. The carrier controls approximately 39.7% of the mobile subscriber market and approximately 40.8% of mobile service revenue. A separate fixed-line voice franchise serves over 90% of local telephony subscribers across the island. Capital intensity moderated but remained meaningful at $0.9 billion for the year. The structural position is reinforced by majority state ownership, with the Ministry of Transportation and Communications retaining roughly 35.29% of outstanding common shares. Consolidated revenue rose to $7.5 billion in fiscal year 2025. The local-currency translation was NT$236.1 billion versus NT$230.0 billion the prior year. Net income for fiscal year 2025 reached $1.3 billion. Basic earnings per ADS stood at approximately $1.60. A separate corporate-action filing dated late August 2026 confirms ongoing optimization of the real estate footprint. A Goldman Sachs investor conference appearance on that same date signals continued institutional engagement amid a constructive setup into year-end.

The investment proposition rests on three reinforcing pillars. First, scale and spectrum: an incumbent mobile base of approximately 11.2 million subscribers and fiber to the x coverage of approximately 94.3% at gigabit-or-higher speeds provide structural cost and coverage advantages. Smaller rivals struggle to replicate that combination. Second, regulated, predictable economics: the operating margin of 20.6% sits comfortably above most regional telecom benchmarks. The net margin of 16.3% reinforces that posture. Regulatory tariff setting supports those margins by stabilizing voice termination rates and other designated services. Third, capital return: the board has resolved a 2025 payout ratio above 100% of earnings, signaling a mature, cash-generative lifecycle. The combination of state ownership, dominant share, and explicit cash distribution makes Chunghwa a defensive Taiwan proxy with a yield profile rather than a high-growth technology vehicle. The market accordingly capitalizes the equity at a premium earnings multiple relative to regional peers.
